Nick became an Eye, because he witnessed Commander Waterford driving a Handmaid into suicide. Nick was the one who cut her rope down after finding her.
Nick went to his mentor and asked to be an Eye, so he can have power and authority to report his own Commander next time something like this happen. Nick reported another Commander who mistreated handmaids outside of the Ceremony. Mind that Ceremony is state-sanctioned rape. But outside of it, sex with handmaids were considered blasphemy according to their religion, therefore Nick could use their own laws to get rid of Commanders when caught in act. Nick felt guilt for the handmaid, but he also knows that these women can't do shit with his guilt. Nick wasn't a feminist, he wasn't human right activist. He doesn't have ideology. He felt sorry for someone who shouldn't have died. And I think it's a very important trait of his character.
He couldn't challenge the whole system, he wasn't an army. But he tried to help June to stay alive.
When Nick couldn't deal with the Waterford bullshit anymore, couldn't deal with June, couldn't deal with Eden, Nick was ready to report Waterford to Commander Pryce. But then the Ofglen did the bomb attack, Nick lost the only person he trusted who could bring Waterford down but also making sure that Nick and June also surviving it.
When in Canada, Nick even helped the Jezebels with the letters AND that was something June didn't even ask it from him. June was about to burn those letters, remember? Nick saw the opportunity to make a difference and getting away with it alive.
Nick used his Eye authority over Commander Waterford when he made June and Nichole escape and this is why Nick is pissed off at June for not escaping herself, because now Nick is exposed and he feels his efforts were for nothing.
Next time we see Nick, he is a Commander, Waterford made sure he became one. He wanted Nick to become a Commander so he can sent him to die on the front for knowing too much.
