Guta-Nay, no doubt recalling what Hokan had done to him when he chased that farm girl, moved his lips soundlessly. Then his voice managed to surface above his fear. “I never seen, sir, not at all, not since yesterday. I swear.”

“I chose you as my right-hand …  man because you could very nearly express yourself in several syllables.”

“Sir.”

“That makes you an intellectual among your kind. Don’t make me doubt my judgment.”

I'm starting to think that Ghez Hokan just hates everyone who is not a human. A true xenophobic bastard.

I think it's more like he hates everyone whom he doesn't consider intelligent and/or capable - I remember him complaining on one instance that he wished he could have get pros underlings, but he had to make do with this ragtag scum bunch, menaing the alien underlings. Which kinda makes me too think that he automatically considers non-humans lesser species, which is a very unnice behaviour, even if his expirience has a basis for this ideaXDDD

Therefore, he is xenophobic.

But yes, he complained that he didn't get the budget from Ankkit to get a "proper" army so he had to recruit militia from the locals.
