Yes, she could use the Force. When she felt confident and controlled, she could master everything Fulier had taught her; but those days could be few and far between. She wrestled with a temper unbefitting a Jedi. She watched those with serene acceptance of the Force and envied their certainty. She wondered why Jedi blood had bothered to manifest itself in someone who was so fallible.

Description about Etain. I think Etain lacks a purpose other than not become a failure, which is already tainted with fear and uncertainty. Having a temper could mean, she is frustrated with herself a lot. Angry.

In this scene Etain also confronts Jinart that she is not who she looks like, and immediately assumes that if she is not a Jedi (not part of the Jedi Order?) than a Force User who turned to the Dark Side. I like this detail. The close mindedness of the Jedi. Either someone is a Jedi or a Dark Side user. Etain doesn't consider there are other options or other beings who use the Force outside of the Order. 

She felt the same authority as she had in the presence of Fulier, except that he exhibited peaks and troughs of the Force, while Jinart projected an infinite steadiness.
She was certainty. Etain envied certainty.
Also this. Etain envies the state of mind what she lacks. Safety. Stability. Sense of self.
