“Then get out on the route they were patrolling and see what you can find.” Hokan reached across his desk and took out the electroshocker. It was only an agricultural instrument for herding, but it worked fine on most nonanimal species. Guta-Nay eyed it cautiously. “This is why I disapprove of undisciplined acts like thieving and drinking. When I need to be certain of someone’s whereabouts, I can’t be. When I need resources, they’re already committed. When I need competence, my staff is … distracted.” He pushed the shocker up into the Weequay’s armpit. “There is a Republic presence here. We don’t know the size of the force, but we do have a speeder down and a large black crater at Imbraani. The more data I have, the more I can assess the size of the threat and deal with it. Understood?”

“Yes sir.”

Hokan lowered the shocker and the Weequay shot out the door, his enthusiasm for his career refreshed. Hokan prided himself on motivational skills.

This guy is just. THE VILLAIN. This continous classic monologuing with badass lines and sadistic tendencies and scaring the living shit out of his subordinates.  Sir, please electroshock my cock, sir!!!

He is like the classic villain archeotype: 100% evil 0% remorseXDDD
Ghez Hokan was really refreshing as character to me, because I saw in him these qualities in a world where in the media true evil doesn't really exists anymore; all the villains have to have sad backstories and redemption.
And don't get me wrong, I very much support the idea that we have to look under those mean and evil masks and see that sometimes villain WERE MADE instead of be that way to begin with... But also, this is very unrealistic; because sometimes, people are mean, evil and bad with each other without reason. Bad things sometimes DO HAPPEN without reason and provocation or a logical explanation.

You pointed out this important thing, that people sometimes simply just assholes. Mean. Evil motherfuckers who do evil things just because they can and just because they have power over people, and sometimes they don't even come from shitty environment. But I don't believe that people are born evil (or good), and even your regular bullies are made somehow.

I think because we don't get to know anything about Hokan's past, we were spared from the tragic-backstory thing. We never get to know why he is like how he is. It is not important regarding the present, maybe it's not important regarding Hokan's story because we don't see him brooding about it.

What we get to know, that there is difference between Mandalorian and Mandalorian.
