He didn't really mean it, I think (like all the other unnice things he said the clones), but he had to say something to HIMSELF which kept him from going mad from seeing all these young boys getting raised like cattle for mass slavery. Yes, I think it is really ambigious that whatever this man says should be taken seriously or not. But I love this thought that he was between this constant "i don't want to get closer to them" vs "THESE BOYS NEEDS A DAD!!!!" mentality :D
